I don't wanna rain anyone's parade, and I thank the submitter for helping to stock
archive.org, but I have a question as to whether this can actually be labeled public domain. I have not watched it, but it seems to be just a compilation of network news on the day of wtc 911 or shortly thereafter.
I am not sure such a work would qualify as public domain. Yes, you can have some footage as fair use on your own creation, but I doubt there is enough original work on this, or that there are enough different networks contributing to qualify.
I am just guessing, anyway. I am not a lawyer, etc.
I think this is a nice contribution to the archives, but for those who want to use this as part of their own creation, it could possibly be a problem if you were to use the whole thing. Now there is some WTC 911 video that is PD that was created by the federal govt, and that is here on the archives. I would think that one would be safe to use, and you could use the whole thing, too. IANAL, etc.
